The award is granted to any American citizen who is not a federal employee and whose "meritorious contributions produced results which measurably improved, expedited or clarified ... scientific progress ... and other efforts related to the accomplishment of the mission of NASA." Dr. Draper received the award for his work in developing the guidance, navigation, and control systems for the Apollo program and his university teaching in the scientific and engineering fields.
