Formal half-length portrait of Commander Garland Fulton, USN (1890-1975), in uniform. Fulton was the head of the Navy's Bureau of Aeronautics Airship Design Section, and was one of the leading proponent of LTA in the Navy, retiring with the rank of captain in 1940. This photograph probably dates from the mid-1920s.
