This boilerplate, #29, was used in 1965 for the first series of water tank and at-sea tests for the Apollo Command Module uprighting subsystem. The outer surface is representative of the Apollo configuration but the internal features are not flight-like. This boilerplate included VHF antennae, a sea dye marker canister, and a recovery flashing light.
NASA transferred it to the Smithsonian in April 1977.
