This is part of the overhead switch/circuit breaker panel for the Gemini capsule. Located above the center console which allowed access by both astronauts, the panel contained displays and controls for the attitude control and maneuvering systems, the environmental control system, and the cabin lighting. It was installed in Static Article #5, a capsule that was used several times for astronaut egress training in Galveston Bay or the Gulf of Mexico. It is not known who made this artifact. The National Aeronautics and Space Administration transferred it to NASM in 1970.
