Admiral Busy was a Naval Aviator and spent 37 years on active duty. He commanded aviation squadrons and flew from many carriers. He commanded a naval air station, Strike-Fighter Wing Pacific, and the Naval Air systems Command. He was the Vice Chief of naval Operations, Commander, U.S. Naval Forces in Europe and North Atlantic Commander in Chief of Allied Forces in the Southern Region. He flew combat in Vietnam and was awarded the Navy Cross, Distinguished Flying Cross, Bronze Star, Air Medals and other combat and personal awards. He was the Administrator of the Federal Aviation Administration and Deputy Secretary of Transportation.
