Mr. Atay served in the Turkish Air Force and worked on the supersonic passenger aircraft at the Boeing Company from 1968 to 1972. He worked for 30 years at the Navy Department on the F-14 Tomcat.

He received his degrees in aero space engineering, both a Bachelor's and Master's of Science, at the University of Michigan at Ann Arbor, Michigan.
