Elmer retired from the USAF in 1985, following a 30-year career. He then retired from a second career as a civil servant in the Senior Executive Service in 1995. His missile and space-related positions included: Missile Combat Crew Commander/Instructor, Atlas F, during the Cuban Missile Crisis; Aerospace Flight Control Technologist for Gemini and Apollo missions, NASA/ Houston; Executive, National Reconnaissance Office; Vice Commander and Commander Titan II Strategic Missile Wing during the Cold War; Deputy Commissioner, US/USSR Standing Consultative Commission; Director, International Negotiations, OJCS; Asst Dep Under SecDef/ Research and Engineering, DOD; Dept Assoc Administrator/ Space Communications, NASA HQ.
