My involvement in the Program for Aviation and Space Exploration was as an Auditor and Audit Manager with the Defense Contract Agency.
The DCAA is a Civilian Agency responsible for auditing all private contractors performing negotiated contracts for the Department of Defense and the National Aeronautical and Space Agency. The Branch and Resident Offices located throughout the country provide accounting and financial advisory services, in connection with the negotiation, administration, and settlement of contracts and subcontracts to the procurement and administrative community.
My career with the DCAA spanned 30 years from President Kennedy's "Ask not what your country can do for you but what can you do for your country" to the end of the Cold War. Throughout my career I was honored and privileged to have the opportunity to review contractor programs, provide financial recommendations to procurement contracting officers, approve payment to contractors, and participate in the negotiations of numerous phases of the various National Space Programs. This included programs associated with many companies including Coming Glass Works, Eastman Kodak
Company, and Westinghouse Electric Company.
I participated in NASA programs for the Saturn Rocket Engine and windows and heat shields for Gemini, Mercury and Apollo. Classified National Reconnaissance programs I participated in included the SR 71 Blackbird and mirrors and cameras for various space satellites.
I always deemed it a privilege to participate in fulfilling the successful completion of the projects.
