    A civilian pilot, Capt. Richard E. Keltner began his aviation career at the age of 16.at the Quad City Airport in Moline, Illinois, where he received his private pilot license in 1957. After earning Commercial and Certified Flight Instructor ratings, he was employed by a fixed-base operator at that airport as a flight instructor and charter pilot.
    Upon receiving instrument and multi-engine ratings, he joined Delta Air Lines in 1963 and flew as a flight engineer on the DC-6, DC-7 and DC-8. He flew as co-pilot on the Convair 440 and DC-9 before attaining the rank of Captain on the DC-9 in 1969, and he retired as a Captain on the Boeing 767 on January 1, 1997.
