After completing training as a Naval Aviation Cadet on December 16, 1941, Ens. Rand was ordered to the aviation division of the light cruiser USS Raleigh, where he served for two and one-half years, primarily in the Aleutians. In 1944, Lt. Rand was ordered to operational training in fighter aircraft and subsequently served as Executive officer of Fighter Squadron 13. At the end of WW II, he served on the staff of General Douglas McArthur.
Peacetime duties included Flight Test, Patuxent River, MD, and Navigator of the carrier U.S.S. Wright.
Her retired from the Navy in 1962 and earned a PHD.
