Charles (Chuck) McDowell received his BS in Mechanical Engineering from Oregon State University. He was a member of the engineering staff and launch teams for National Recognizance Office (NRO) space efforts. He also was the launch team conductor for the 439AP test program at Johnston Island which resulted in the first ballistic launch and photograph of an orbiting satellite.
