    BACKGROUND
    Business, technical and managerial experience in Electronics and Electro-Optic Engineering as Program Manager, Business Development Manager, Project Manager, Systems Integration Manager, Engineering Manager, and Corporate Troubleshooter. Managed, marketed, and conducted Research, Development, Test and Production phases of Government programs, both as the Government user and as the aerospace contractor; overseeing multi-million dollar programs in both capacities. My successes have been measured by product sales, "customer first" relationships, working prototype development, and delivery of mil. spec. products and systems. Executed programs under budget and ahead of schedule, while maintaining excellent contractor/industry relationships, in a company or teamed company environment.

    EXPERIENCE Program Manager and Business Development Manager

    09/82-06/2004 - Manager for the Army’s Comanche ADVANCED Scout Helicopter program to
    manage the development and delivery of the first electro-optical night navigation
    system and Proposal Manager for multi-million dollar Engineering Development
    Phase II.

    - Manager of Business Development for Research and Technology. Responsible for forming the business direction for developing technologies. Directed the business team for creation and implementation of technology development business plans in synchronization with each of the Federal Government Defense Laboratories. Conducted major technology reviews with Government labs which led the way to key technology developments in 2nd generation infrared imaging systems; millimeter wave integrated devices; image and signal processing algorithms; 4th generation image processors and others.

    - Program Manager and Business Development Manager for the Lantirn Advanced Programs. Manager for LANTIRN P3I and next generation designs/concepts. Directed marketing teams for applications for FMS. Led performance trade studies and analysis.
    Programs. Managed both a technical and a marketing team in developing and integrating an infrared imaging pod called Pathfinder, which was integrated into the F-16, A-7, A-10, B-1 and other aircraft. Directed flight test teams to measure systems performance. Responsible for the total development phases of the program, including: procurement, subcontracts, administration, planning, cost accounting, scheduling, environmental testing, environmental stress testing, quality assurance, production control, marketing plans and strategies.

    - Proposal Manager. Led R&D proposals/teams from initial customer interface to BAFO. This included executive summaries, technical approach and financial disclosure.

    - Business Manager of a Directed Energy Program, Stingray
    Developed business plans, long range operating plans and opportunities for the U.S. Army's Directed Energy Counter Measure Defense System, Stingray.

    Senior Program Manager for the unmanned application of ATARS/UARS
    Managed a staff of Engineering and Business Operations professionals who developed, manufactured, tested and delivered the state of the art electro-optical reconnaissance system ATARS. Responsible for program management, contract negotiations and hardware integration and test.

    - Achieved early deliveries of the ATARS system to the Unmanned Vehicle program. Conducted highly successful contract restructure negotiations with the Air Force for the unmanned vehicle.

    Program Manager of Night Vision Integrated with Air Defense
    - Managed multi-million dollar government defense contracts with defense and aerospace companies in developing night vision systems.

    Manager of FLIR Automation
    - Developed the embryonic stages of automatic target recognizers and self imaging correcting infrared systems.

    Manager of Simulation Systems
    - Developer/manager of 3-D terrain model simulator.
    - Obtained U.S. Government patents on the integration of infrared imaging sensors for air defense.

    Manager of "real environment" field testing of night vision hardware.
