    CDR Tallman enlisted in the US Navy in June 1942, attended Aviation Machinist School and Aviation Free Gunnery School. He served as plane captain and gunner during World War II (WWII) with duty in the South Pacific. He was awarded the Distinguished Flying Cross, Air Medal, Navy Good Conduct Medal, American Area Campaign Medal, and Asiatic Pacific Area Campaign Medal.

    After the war he attended Parks Air College of St Louis University, graduating with a Bachelor of Science in Aviation Maintenance Engineering. He returned to active duty in 1950 and attended Officer Candidate School in 1953. He was commissioned in the regular Navy upon graduation.

    During CDR Tallman's career, he served in various aircraft maintenance billets and retired from active duty in 1969. He also was a private pilot. He taught an Airframe and Powerplant (A&P) course at the local school for 7 years, and then worked at a nearby airport with his I.A. for several more years before retiring. He also was awarded the Charles Taylor Master Mechanic award by the Federal Aviation Agency (FAA) in June 1996. Two of his three sons work in the field of aviation.
