    Colonel Foster had a distinguished career as a U.S. Air Force fighter pilot whose public service career after military retirement included Director, Department of Transportation Office of Noise Abatement; Federal Aviation Administration (FAA) Associate Administrator for Aviation Standards, and Director, FAA Northwest Mountain Region.

    While with FAA, Mr. Foster developed and implemented FAA standards and policies related to safety of flight; certification of airmen, air carriers, aircraft and engines; aviation safety; and civil aviation security. He headed the Transport Aircraft Certification directorate which developed standards and certificated international transport aircraft. Mr. Foster served as Director, FAA Office of Environment and Energy and chaired the DOT Inter-Agency Aircraft Noise Abatement Committee.

    His twenty-four year military career was spent in Research and Development, operational and managerial positions, notably as project engineer on the US Air Force Nuclear Powered Aircraft program, Manager of the National Sonic Boom Evaluation program and Program Element Monitor for C-5A Transport Aircraft. Flying F-86D and F-102 aircraft, and others, Mr. Foster led squadrons as Commanding Officer and Wing Deputy Commander. He retired as a Colonel with numerous awards including the USAF Legion of Merit.

    Mr. Foster's dedication to the field of aviation, his love of flight, and his expertise in all facets of aviation make him one of aviation's finest and assures his place on the Wall of Honor.
