    Colonel David F. Todd entered the U.S. Air Force as a distinguished military graduate from the Reserve Officer Training Corps at the University of Arizona in 1974. He attended undergraduate pilot training at Webb AFB, Texas in 1975.

    His flying assignments included three tours flying C-141A/B Starlifters at Norton AFB, California. His staff assignments included two tours at both HQ Military Airlift Command (MAC) (later AMC) at Scott AFB, IL and HQ USAF at the Pentagon. He also attended and taught at the Air Command and Staff College at Maxwell AFB, Alabama.

    Colonel Todd was assigned to RAND Corporation, Santa Monica, California as the Senior AF Fellow; and was the Vice President of the Joint Military Intelligence College at Bolling AFB, Washington, DC.

    He was a qualified instructor pilot, certified in the air-land, air refueling, and airdrop missions and actively participated in the airlifts associated with the US intervention in Zaire in 1978, Operation JUST CAUSE in 1989, Operations DESERT SHIELD and DESERT STORM in 1990-1991. He retired from active service in 2000 as a Command Pilot with over 4,000 military flying hours.
