    This plague honors Colonel John R. Smith for his 25 years of service in the United States Air Force and his love of flying. Colonel John R. Smith retired on April 20, 2007 leaving his last assignment as the Chief, Programs and Legislation Division for the Secretary of the Air Force's Legislative Liaison. Colonel Smith is a 1982 distinguished graduate from the United States Air Force Academy. He has been an instructor pilot in the T-37, an exchange officer with the British Royal Air Force, and completed two tours in the C-5 including command of the 3rd Airlift Squadron at Dover Air Force Base. His previous staff experience includes a tour on the Air Staff as the C-5 & C-141 Program Element Monitor as well as a tour on the Joint Staff, as a joint war-fighting capabilities analyst. Prior to his last assignment, Colonel Smith served as the Deputy Chief for the Weapon Systems Division in Legislative Liaison. Colonel Smith is a command pilot with more than 3,600 flying hours and has received several major awards and decorations during his career including the Defense Meritorious Service Medal, the Meritorious Service Medal with three oak leaf clusters, the Aerial Achievement medal with oak leaf cluster, the Air Force Commendation Medal with oak leaf cluster, and the Joint Service Achievement Medal.
