Col. Raymond R. Withers was born in Fayette County, Kentucky where he resided until 1940. Col. Withers retired from active duty in 1972 after 30 years of service in the Army Air Corps and the United States Air Force during World War II, Korean War, and the Vietnam Conflict.

After receiving his pilot wings and commission in 1943, Col. Withers flew 106 combat missions as a fighter pilot with the 8th Air Force recording four air kills. Col. Withers awards include the Silver Star, Legion of Merit with cluster, Distinguished Flying Cross with cluster, Air Medal with nine clusters, and numerous other awards.

During his career, Col. Withers served as a pilot, engineer, administrator, planne,r and director in varied research and development activities. His last assignment was Director of Range Support, Air Force Eastern Test Range.

He has been married to Kathleen M. Withers for 60 years in July 2004. He has four children (Carol, Janice, Alan, Gary), eleven grandchildren, and three great grandchildren.
