The picture was taken to commemorate winning a bomb dropping competition for selected participants from different squadrons on the East Coast (The Navy E and putting, then LT M.S. Harder's name on a single engine AD-6 plane was to honor him for coming in first place). The competition consisted of making three bombing runs (loft delivery) and hitting a target. Because loft delivery of bombs was a very effective but a highly dangerous maneuver, it was later eliminated.
