    Major David A. Brown distinguished himself by extraordinary achievement while participating in aerial flight as an Instructor Pilot, on 27 March 1999. On that date, Major Brown and his KC-135R crew, Mark 47, were flying a night sortie over the skies of Bosnia when they responded to an emergency refueling request by a flight of A-10s, Sandy 31. Upon hearing Sandy 31's declaration, the crew of Mark 47 contacted them directly and requested their position off of the tactical bull's-eye. During this time, Major Brown ensured the scheduled receivers completed their refueling.

    While continuing to off-load fuel, Major Brown coordinated with the boom operator to adjust the air refueling formation to accommodate Sandy 31, a very non-standard procedure of flying F-16s and A-10s in the same air refueling formation. Once the A-10s joined, Major Brown performed a toboggan air-refueling maneuver allowing the A-10s to receive their critical fuel. Major Brown's actions negated the possibility of Sandy 31 flight having to ditch into the Adriatic Sea or force land in hostile territory. The professional competence, aerial skill, and devotion to duty displayed by Major Brown reflect great credit upon himself and the United States Air Force.
