    Mr. William N. Jackomis

    Dr. William N. Jackomis has had extensive leadership experience in various operational and management positions in the Aerospace/Defense arena - in industry, the government, and the military. His contributions to Aerospace/Defense range from General Management and Engineering to hands-on Operations and Project Management in premier high-technology, high-reliability aerospace endeavors.
    Dr. Jackomis represented The Department of Defense (DOD) and Joint Chiefs of Staff (JCS) as negotiator and advisor during strategic arms negotiations with the Soviet Union on the Strategic Arms Limitation Talks (SALT II); the Standing Consultative Commission (SCC); and the Comprehensive Test Ban Treaty (CTB) on nuclear weapons. He was a member of the select DoD delegation that negotiated the first five-year Anti-Ballistic Missile (ABM) Treaty review with the USSR. Dr. Jackomis also headed the CTB Directorate at the Defense Nuclear Agency where he played a leading role in policy formulation and planning decisions on key national security issues.
    In addition to his assignments in the Office of Secretary of Defense, Dr. Jackomis was also assigned to the Air Staff at Headquarters Air Force in the Pentagon here he worked for the Deputy Chief of Staff for aerospace Research, Development, and Acquisition (DCS/RD&A) in several key positions. As the Deputy Assistant for RD&A, Dr. Jackomis headed the Air Force's RDT&E Programming Division, the Aircraft and Missile Procurement Division, and the Congressional Activities Division. In this capacity, he managed the integration of planning, programming and budgeting activities for the nearly $10 billion RDT&E and Aircraft and Missile procurement programs in support of the President's Budget, Five-Year Defense Plan, and the Program Objective Memorandum.
    Other key responsibilities included positions as Director of the Air Force's Energy Conversion Laboratory, Aerospace Research laboratories, and as Director of Nuclear Weapons Effects at the Air Force Weapons Laboratory where he participated in several underground nuclear tests.
    Dr. Jackomis completed his military career as a permanent Colonel in the US Air Force, and served a combat tour during the Vietnam War. As a military Command Pilot and licensed FAA commercial pilot, he flew a variety of aircraft, including fighters, multi-engine, and rotary wing aircraft. He is a lifetime member of the Order of Daedalians, a fraternal order of select military pilots. His military decorations include the Legion of Merit, Department of Defense Meritorious Service Medal, the Air Force Meritorious Service Award, and the Vietnamese Cross of Gallantry with Palm.
    Following his military career, Dr. Jackomis joined the Aerospace Business Group of General Electric Company as Program Manager, Strategy Development and Plans. In this capacity, he performed current and long-range strategic planning for the Aerospace Group's four divisions representing a $1 billion core business base. Dr. Jackomis then joined Williams International as head of their Washington Operations and Congressional Affairs Office. In this position, he was a major contributor to the development and operational success of the propulsion systems for our nations conventional and nuclear cruise missile programs.
    At AlliedSignal Aerospace, he had responsibilities for strategic planning, program management and implementation of all US and international Government programs relating to space satellite systems, strategic missile systems, electronic systems and components, and avionics systems. At G&H Technology, as Senior Vice President and General Manager, Dr. Jackomis managed all aspects of the day-to-day aerospace operations of the company and was directly involved in providing components and systems relating to major programs such as the International Space Station, Trident Missile, Atlas Centaur, commercial and military space satellites, space launchers, other missile programs, as well as aircraft programs such as the F-22 and all variants of the F/A-18.
    Dr. Jackomis earned both Ph.D. and MS degrees in Aerospace-Mechanical Engineering, an MS Degree in International Affairs, and a BS degree in Mechanical Engineering. He is a graduate of the National War College, the Armed Forces Staff College, the Executive Management Course of the American Management Association., and attended the US Military Academy at West Point. He possesses a US patent relating to the charging and discharging of nuclear fuels in nuclear reactors for space flight.
