    Mr. Earl A. Reese completed a distinguished civil servant career serving the National Aeronautics and Space Administration (NASA). Mr. Reese provided critical program management information to NASA at key program milestone reviews. His peers recognized him as the best team leader for numerous program evaluations ensuring NASA compliance with appropriate policies and standards. Mr. Reese ensured the adequacy of program technical requirements, incorporation of requirements in program work breakdown structure, and compliance with scheduling standards. Mr. Reese reviewed the schedule margins and program funding contingency, verified program risk management plan, and that a risk mitigation strategy existed, and the program has taken prudent steps to mitigate the risk through probabilistic risk assessment and descope lists. Furthermore Mr. Reese evaluated program/project progress using Earned Value techniques and was the NASA Earned Value Focal Point. He was also the NASA Chief Financial Officer representative to the Program Project Management Working Group that developed the NASA policy and processes for managing programs and projects. He also led teams that developed and defended the NASA budget for Research and Program Management which provided for all labor, travel and field center support for NASA that exceeded $2.1Billion. Mr. Reese was responsible for all resources and acquisition analysis and advocacy for the Tracking and Data Relay Satellite System (TDRSS). He also served as Executive Officer for the NASA Deputy Administrator and served as a member of the Business Management Committee for the Source Evaluation Board. Mr. Reese's notable NASA awards include: NASA Exceptional Service Medal 1984, David Packard Excellence in Acquisition Award 1998, Nimbus Project NASA Group Achievement Award 1969, Tracking and Data Relay Satellite System (TDRSS) NASA Group Achievement Award 1984, Program Project Management Integration Group NASA Group Achievement Award 1984, NASA Strategic Management Handbook Development Team NASA Group Achievement Award 1997, and NASA SIRTF Independent Review Team Group Achievement Award 2004.
