    ELMER C. ANDERSON has 35 years of experience in design, development, and management in the aerospace, military, and commercial industries. He is currently a project engineer with the Lockheed Electronics Company, on the Information Engineering Division's Type 40 tape recorder program.
    Anderson has been program manager on a variety of spacecraft recorder system programs, including the Mars/ Jupiter/Saturn Voyager program; the Mars Viking Orbiter 1975 program; and the Solar Mesosphere Explorer Program.
    During his 21 years at Lockheed, Anderson also has contributed to other programs, including computerized business bookkeeping systems, banking credit file data retrieval systems, telephone dial data consumer ordering systems, and a special-purpose computer that solves land-survey problems. Additional assignments have included design responsibilities on industrial process equipment. Previously, Anderson was a project and design engineer for Vitro Laboratories.
    Anderson attended the Newark College of Engineering and has taken business management courses at Rutgers University. He is a member of the Institute of Electrical and Electronic Engineers and the National Management Association. He was awarded the NASA Public Service Medal in 1981 for managing the Voyager tape recorder program at Lockheed Electronics.
