    Frank e. Lowther, research physicist, took a position in lab 16, Missile Division of Raytheon Corp. In Boston, MA after completing a degree in engineering physics at the Ohio State University. He also functioned as systems analyst conducting flight testing of Hawk I at White Sands Proving Ground.

    His next position was with the Defense Systems Division of General Electric in Syracuse, NY, and Daytona Beach and Cape Canaveral, Florida as System Specialist on the Atlas, Titan, and Saturn programs.

    His paper on "Speed of Light and Solar Systems Constants," presented at Patrick AFB, generated attention that resulted in an article in Time magazine.
