Kutsher, as a member of the 118th Tactical Reconnaissance Squadron, was deployed to the China-Burma-India Theatre. In China the 118th Tactical Reconnaissance Squadron was attached to the 23rd Fighter Group, under Tex Hill.

Kutsher claims that in 107 days in China he completed his 100 mission requirement. He also claims one shoot-down of a Japanese fighter while escorting B-24 bombers. He was promoted to Captain by General Chennault.
