    Lieutenant Colonel (Retired) Harry G. Looney, Jr, United States Army, served in a wide variety of space operations and space acquisition management positions over a twenty-year period contributing significantly to U.S. Army, Department of Defense and Intelligence Community space programs. LTC Looney's space career began as a Master's student at the Air Force Institute of Technology where he was the first Army graduate of the Masters of Science in Space Operations program.

    Upon graduation, LTC Looney served on watch in the Space Surveillance Center, United States Space Command, located in Cheyenne Mountain, Colorado Springs, Colorado. During this assignment, LTC Looney developed, coordinated, and implemented satellite system procedures, concepts and plans for national satellite support operations from pre-launch to end of life. He operationally controlled the $1.6 billion worldwide space track network to provide the Commander in Chief with data on all space objects.

    He developed operational procedures used during the first Soviet space shuttle launch resulting in immediate and continuous radar tracking of the launch. LTC Looney also served as a senior operations officer assigned to the US Army Space and Missile Defense Command where he directed activities involving special technical operations, space policy, and space architecture development issues. He also directed Army participation in multiple Department of Defense forums addressing future space capabilities.

    Upon retirement, LTC Looney served in several positions providing space systems expertise and knowledge to the US Army and the National Reconnaissance Office.
