    Presentation of the Distinguished Flying Cross by the President of the United States to Harry P. Ross for service of extraordinary achievement while participating in PB4Y-1 aerial flights, while serving with VPB-103 Bombing Squadron from 8 January to 5 October 1944.
    Harry Ross contributed materially to the success of the United States efforts of 45 combat missions. By his undaunted courage, superior airmanship and unyielding devotion to duty in the face of hazardous flying conditions. Petty Officer Ross, received 6 air medals, reflected great credit upon himself and upheld the highest tradition of the U.S. Navy.
