Colonel Negroni has a Bachelor of Science degree in Engineering from the United States Air Force Academy and a Master of Arts degree in Hispanic Studies from the Universidad de Puerto Rico.
After graduating from the United States Air Force Academy in 1961, as the first Puerto Rican graduate, he attended jet pilot training for one year and spent the next 23 years in different staff and operational assignments with the United States Air Force, including duty as a command pilot in thirteen different types of aircraft (fighters, tankers, trainers, and transports) while attaining over 3,500 hours of flying time, of which more than 600 were in combat missions during the Vietnam War. He also served four years as Assistant Professor of Spanish at the USAF Academy, two years as an Advisor to the Bolivian Air Force, two years as the Chief of Liaison for the Joint U.S. Military Group-Spain, and three years in the Pentagon as a Politico-Military Planner with the Joint Chiefs of Staff and the Air Staff. Upon completing his service in the US Air Force as a Colonel in 1985, he joined McDonnell Douglas Corporation where he was instrumental in the corporation's missile and aircraft international marketing efforts. From 1990 to 1992 he was Vice President Operations (General Manager) of McDonnell Douglas Spain Ltd in Madrid, Spain. In 1993, he returned to the US and established a private management consulting practice in the Greater Washington DC area. Before joining Allied Signal he was Vice President Business Development for T.E. Systems, Inc. (TES), a high tech small business providing best value solutions to computer and management related challenges. While at TES, he pioneered "data driven management solutions" in the area of specialized customer satisfaction surveys and secured contracts from two major telecommunications companies for customer satisfaction surveys. He joined Allied Signal in 1996. Until his retirement in 2000, he served as the General Manager for Honeywell, Inc-Huntsville Operations in Huntsville AL. As such, he was the focal point for all Honeywell's marketing, sales and support activities at NASA's Marshall Space Flight Center and at the U.S. Army's Missile Command.
Colonel Negroni has written almost 100 articles in professional and literary journals, a 536-page textbook, a 149-page history book, and a 321-page history book. His many U.S. and foreign decorations and awards include the U.S. Legion of Merit, Spain's highest peacetime award, the Cruz de Merito Aeronautico (Aeronautical Merit Cross) and Bolivia's Command Pilot Wings. He is married to the former Joan Leah Blanco of San Juan, Puerto Rico, and has two sons. Hector Emilio, a graduate of the Wharton School of Finance, is a Managing Director for Goldman Sachs in New York City. Xavier Andres, a graduate of Bucknell University and New York University, and a Managing Director for J. P. Morgan, also in New York City.
