    Mr. Dean retired on October 1, 1993 after twenty eight years of federal service. Upon his retirement, he received the “Outstanding Civilian Career Service Award” from General Merrill McPeak, Chief of Staff, U.S. Air Force (AF), for his outstanding contributions to environmental protection, community planning, and noise technology. He was the first community planner recruited to help create an Air Force-wide community/environmental planning capability. He developed a manpower study which defined planning tasks and manpower requirements, current and projected, worldwide, and recommended organizational placement for the planning function. He authored the 1975 policy statement “Environmental Planning Function and Process” which officially sanctioned the Air Force Environmental Planning Program. From 1974 to 1993, he was the primary HQ USAF spokesman addressing Congressional, White House, and public inquiries on aircraft noise, including public comments on environmental impact statements and assessments. Mr. Dean provided technical assistance to the governments of Australia, Israel, Switzerland, United Kingdom and the Federal Republic of Germany (FRG). He served as Department of Defense (DOD) Executive Agent Representative to the NATO Committee on the Challenges of Modern Society (CCMS) pilot study on aircraft noise. CCMS is the scientific arm of NATO. From 1985 to 1993, Mr. Dean managed day to day U.S. participation and conducted international coordination. The U.S. hosted four meetings. This study, co-sponsored by the U.S. and FRG, involved 11 NATO countries. This study has been heralded by NATO CCMS as the most successful in its history and the role model for future CCMC studies. Mr. Dean served as: Chairman of the DOD Interservice Committee on Sonic Boom Issues; Chairman of the Steering Committee for the $14 million AF Noise and Sonic Boom Impact Technology (NSBIT) Research Program. He was a representative to: The HQ USAF Environmental Protection Committee; The Federal Interagency Committee on Noise (FICON); The Working Advisory Group of the Interagency Group in International Aviation (IGIA) in the area of environmental protection. In 1984, he developed “Guidelines for Assessing the Noise Impact of AF Flying Operations.” He was responsible for evaluation environmental documents on proposed aircraft development, installation and operations. He was responsible for maintaining, updating and implementing AF noise regulations. He was involved in numerous noise related reports on military airfields for civil use. He was instrumental in obtaining supplemental funding where programmed noise research was lacking. He fostered studies on focus booms; on low-frequency noise and vibrations from hush-houses; on high mach and high altitude sonic boom measurements, by NASA, from Space Shuttle STS-26 launch. This information would be invaluable to the AF in evaluating future supersonic missions. At his last NATO CCMS International Conference, in May 1994, Mr. Dean presented a paper; “Planning for Airports/Airfields and Supporting Military Operating Areas-Today, Tomorrow and in the Next Century.” In 1993, the HQ USAF Environmental Office became the first federal agency to receive the President’s Council on Environmental Quality (CEQ) Award for Environmental Excellence.
