    A prolific model airplane builder, Joe developed his passion for flight at an early age. He once enrolled in the aerospace engineering program at the University of Oklahoma. Later, he earned two degrees - Bachelor of Architecture and Masters of Transportation Engineering, from the University of California at Berkeley.
    While at Berkeley, Joe won the 1970 Reynolds Metals National Architectural Design Competition, with a floating aluminum airport for Short-Takeoff-and-Landing commercial aircrafts.
    In 1984, he presented a technical paper entitled “Space Shuttle Transportation System” to fellow transportation engineers at the Annual ITE Convention in San Francisco.
    After graduation, he worked for several international consulting firms including Wilbur Smith & Associates, Wilsey & Ham, Tudor Engineering Co., DMJM and AECOM – currently the largest architecture-engineering-planning company in the world. His multi-disciplinary education enabled him to work on projects in architecture, transportation engineering, environmental planning and urban development. While at Tudor, he directed the first bilingual (English-Chinese) transportation engineering study in the United States for San Francisco Chinatown.
    In 1989 and at the invitation of the Taiwanese government, he participated in a national development conference as an expert in transportation systems planning.
    In 1997-98, he was Dean of Administration and Student Affairs at Northwestern Polytechnic University in Fremont, California. In 2000, he was Manager of Asian Operations at AllAdvantage.com – an Internet company whose footprints covered Asia, Europe and America.
    In 2001, he founded Eng Communications Associates - a cross-cultural consulting firm that advised American companies on doing business in Asia, especially in China. In that capacity, he authored three books: China Business 20/20 Insight; China Investment & Strategies; U.S. China Co-petition. His clients included such Fortune 100 companies as IBM, Chevron, Hewlett-Packard, Yahoo! Altera, Advanced Micro Devices and General Electric. His work assignments took him to many Asia capitals including Singapore, Taipei, Shanghai, Tokyo, Hong Kong and Taipei.
    Joe’s biography has appeared in Personalities of America (2nd Ed.), Book of Honor (3rd Ed.), The International Who’s Who of Intellectuals (Volume. IV), Men of Achievement (Volume 8), Dictionary of International Biography (Volume XVII), The International Register of Personalities (1st Ed.), Who’s Who in the West (17th Ed.), The International Register of Profiles (1981 Ed.), and The Dictionary of Distinguish Americans (1981).
    His memberships include Institute of Transportation Engineers, American Society of Civil Engineers, American Institute of Planners, American Society for Training and Development, International Diplomacy Council, World Affairs Council of Northern California, US-China Peoples Friendship Association and Flying Tigers Historical Association.
    A veteran of the US Army, Joe was born in 1941 to Robert G. Eng and Stella K. Eng. He is the brother of Steven Y. Eng and Salinda Yi Shi; the father of Tony Gee Eng and Helen Wing Eng; the proud grandfather of Logan T. Eng, Maxwell Eng, Lana Eng, Connor Kubit, Maia Kubit and Kelsey Kubit.
    Joe’s interests include reading, volley ball, table tennis, painting and international travel.
