Capt. Tuttle graduated from the U. S. Naval Academy in 1953, went on to become a Naval Aviator and earn the DBA from The George Washington University. During his naval career he was project manager in the Navy Space Project Office (PME-106). After retirement from the Navy in 1979 he was employed by ORI, Inc., Rockville, MD as Executive Director associated with e the Space Telescope Science Institute, Goddard Space Flight Center until 1989. Currently, he lectured at Maryland and Virginia universities.
