    1962, Cuban Missile Crisis: Lead systems engineer on the development of an Unmanned Air Vehicle with the objective of understanding the Cuban surface-to-air missile threat and protecting U.S. overflights.

    1962-64: Supported development of reconnaissance aircraft (RB57) system deployed along Soviet borders.

    1966, President's Scientific Advisory Committee's ABM Problem: Conceived response and lead development and deployment of successful ground station data capture and processing effort.
    1971, Leader of Space System Concept and Deployment: Recognized with Naval Superior Service award (1977) for accomplishments of a ". ..theoretical concept..." and as the ". ..system integrator of an advanced satellite system..." President Reagan recognized (1987) the "advance satellite system" development and operations team who "...for the past 15 years have successfully developed one of the our nation's vital space systems... contributed significantly to maintaining a strong and credible defense posture for the United States.. .From the initial design to the final deployment has been characterized by superior operational and technical performance..."

    1977: Proposed advanced system concept building on powerful new technologies that became an operational capability with many technical and operational "firsts."

    1980s, NRL Department Head: Remote sensing, GPS technologies, oceanographic research, advanced space systems development and processing.

    1990- 96, Head of NRO's Technology Office: Father of 'Global Grid' initiative for a DoD/commercially interoperable, scalable information infrastructure that has national security strength protection while enabling the very rapid movement of large NRO class products around the globe. Specific successes include:

    • Development and installation of Global Grid security devices to protect the information pipelines of all services and DoD agencies;

    • Development and deployment of the Joint Broadcast Service in support of Bosnian problem (1996) [characterized by Dr. W. Perry, Secretary of Defense (8 Jan 1997) as "One of my proudest accomplishments while Secretary of Defense"];

    • Development of the 720 progressive scan HDTV camera by the Global Grid team. This camera is now in use by Disney, ABC, and others;

    • Development of last-mile software radios for the individual soldier that are compatible with legacy DoD radios and emerging commercial radios; and

    • Identified and supported technologies that led to successful commercial start-up companies [Fore Systems, Aware, and Yurie Systems (Business Week's 1997 fastest growing company in the world)].

    1991- 94: DoD Deputy Director of Defense for Research and Engineering's leader of the Global Surveillance and Communications Thrust.

    1993: Awarded Presidential rank meritorious award.

    1996-2000+: Chief Scientist of the NRO.

    1997: Proposed Revolutionary Imaging System concept.

    1998-2000+: Chief scientist for the NRO and the DoD's Command, Control, Communications and Intelligence organization supporting the continuing implementation of the Global Grid.
