    Mr. Poor retired from federal service on 9 September 1982, as an Education Specialist, GS 1710-14. Before entering the civil service, Mr. Poor had a distinguished military career as an aviator with the U.S. Marine Corps.
    He began this military service on 9 September 1942. During World War II, he participated in over 100 missions against the Japanese in the South Pacific. In 1951, he participated in 100 combat missions during the Korean War. As Operations Officer of VMF-314, he provided support to Chinese Nationalist Forces in the offshore islands crisis in the late 1950s.
    He spent 18 months on exchange duty with a U.S. Air Force Strategic Fighter Squadron in Austin, TX, in 1955-1956. As Commanding Officer of Marine Squadron VMF-251, he deployed to the Mediterranean with F-8Us aboard the Aircraft Carrier “Shangri La” for eight months in 1961.
    His final active duty assignment was with the Joint Chiefs of Staff.
