    PERSONAL DATA
    Born 21 Sep 56, and grew up in Sacramento, California; two children, Kylie and Cameron.
    Began flying at age eighteen. Obtained pilot's license at age nineteen. Graduated AFROTC Program at Arizona State University and was commissioned, Dec 78. Entered the United States Air Force, Sep 79 and has served twenty-four years to date. Currently assigned as International Project Manager at the Defense Threat Reduction Agency (DTRA/CTN), Ft Belvoir, Virginia and resides in Alexandria, Virginia.
    SERVICE HISTORY
    January 2001 - October 2003
    Commander CAP-USAF Middle East Liaison Region. Key advisor for CAP region and wing commanders. Provides the leadership, management, and liaison staff to support emergency services, counterdrug operations, cadet programs, and aerospace education programs within a seven wing, 194 unit region; conducts annual search and rescue/disaster relief (SAR/DR) evaluations for each wing in the region; administer 800-hour Air Force contract flying program; manages a $500,000-plus budget; provides oversight of CAP'S use of federally funded equipment valued at over $8,000,000; and commands liaison staff comprised of 3 active duty, 12 civilians, 9 individual mobilization augmentees (IMAs) and 56 reserve assistance personnel.
    January 1998 - January 2001
    12th Operations Group Special Projects Officer, Squadron Programmer, T -43 Instructor Pilot, 562 FTS, Randolph AFB, Texas. Duties include: Working issues to stand-up the 563rd FTS (electronic warfare officer training squadron), and other projects in support of the 12th Operations Group Commander. Programming monthly and long term flying requirements and coordinating with civilian maintenance for aircraft necessary to meet the squadron's mission. Instructor pilot and aircraft commander for missions supporting JUNT (Joint Undergraduate Navigator Training). Additional Duties: SOF (Supervisor of Flying), FMS/GPS system/training development.
    December 1996-December 1997
    Commander 4402 Reconnaissance Squadron (Provisional), King Fahad Air Base and Prince Sultan Air Base, Kingdom of Saudi Arabia. Commander of a geographically separated unit responsible for planning and executing highly demanding U-2 airborne reconnaissance operations in support of United Nations and National Command Authority tasking. Commanded over 150 personnel (military and civilian contractors) and all mission functions to include operations, maintenance, communications, logistics, civil engineering, security, and services. Tasked with ensuring the force protection of over $250 million in assets and all assigned personnel in a high terrorist threat region. Senior on-scene military officer responsible for dealing with host nation on issues of mutual interest to USCENTCOM, Royal Saudi Air Force, and the Kingdom of Saudi Arabia.
    February 1994 - December 1996
    Senior Signals Intelligence Staff Officer, National Security Agency, Ft George G. Meade, Maryland. Worked future and advanced airborne reconnaissance system and sensor programs at the Congressional, Agency and DOD level. NSA representative to the Defense Airborne Reconnaissance Office - OUSD (A&T)/DARO, Pentagon, Washington DC.
    December 1992 - January 1994
    Commander Det 11, 4444 Operations Squadron, Beale AFB, California. Directed the U-2 Operations Training Development (OTD) team, a geographically separate unit with five assigned personnel. Manage budget, manpower, and facilities necessary to support team functions. Ensured proper application of ISD methodology and compliance with command directives. Coordinated unit activities with HQ ACC, contractors, and all U-2 units to ensure customer requirements are satisfied. Provided higher headquarters with assessments of current training systems effectiveness and made recommendations to improve the quality of training programs. Maintained full currency and combat readiness as U-2 Formal Course Instructor Pilot and T-38 Flight Evaluator.
    December 1991 - December 1992
    U-2 Combat Crew Training Squadron (CCTS) Flight Commander, Beale AFB, California. Duties included: Flight Commander and Instructor Pilot, responsible for flight of three instructor pilots and twelve student pilots annually. Supervised all aspects of the students' flight training program up to the point of achieving mission ready status. TDY activities included filling in as operations officer at multiple forward operating locations, and acting as deployment commander on multiple U-2 aircraft movements. Additional Duties: T-38 Flight Evaluator and Instructor, responsible for providing instruction and evaluations to the wing pilots in the Companion Trainer Program.
    October 1990 - December 1991
    U-2/TR-I Pilot, Beale AFB, California. Duties included; Flight Commander and Instructor Pilot, responsible for flight of ten pilots developing and training aircraft tactics to wing pilots. Additionally responsible for assisting the operations officer in maintaining all squadron operational activities to include scheduling of local flying and personnel rotations to multiple TDY detachments and deployments. TDY activities included flying operational combat missions in Operation DESERT STORM, and assisting in the reopening of an operational flying detachment by establishing operating instructions and setting up liaisons with local agencies. Additional Duties: T -38 Flight Evaluator and Instructor, responsible for providing instruction and evaluations to the wing pilots in the Companion Trainer Program.
    October 1986 - October 1990
    TR-l/U-2 Pilot, RAF Alconbury, UK. Duties Included: Standardization/Evaluation Pilot, responsible for inflight and ground evaluations on all wing pilots. In charge of no-notice evaluation program, scheduling of evaluations and testing of all pilots, and monitoring of evaluation documentation for standardization. Additionally responsible for the development and maintenance of computer programs for stan/eval operations. Instructor Pilot, responsible for initial and recurring training of wing pilots. Supervisor of Flying, act as the representative for the Deputy Commander of Operations, supervising both operational and training missions in the very dynamic European environment. Line Pilot responsible for flying operational aerial reconnaissance missions in support of NATO, USAFE, and USCINCLANT.
    February 1983 - October 1986
    T-38 Instructor Pilot and T-37/T-38 Functional Check Flight Pilot, Williams AFB, Arizona. Duties Included: Asst Flight Commander, responsible for training of 12 Instructor Pilots and 30 Student Pilots; Supervisor of Flying, managed weekend flying operations; Chief of Functional Check Flight, managed and evaluated aircraft maintenance actions, authorized and performed daily functional test flight in both T-37 and T-38 aircraft, and performed flight and ground evaluations of the line FCF pilots and ground maintenance personnel.
    November 1980 - February 1983
    B-52G Copilot, Mather AFB, California. Pulled weeklong alert duty in support of the United States' National Strategic Defense Policy. Acted as the officer in charge of the Engine Condition Monitoring Program for the early detection of engine problems.
