    Born in Colombia, South America in 1968, Jose Fernando immigrated to the United States in 1982. He joined the United States Navy in 1987 as an Aviation Machinist's Mate. His work as a jet engine mechanic supported Powerplants in the A-6 Intruder and F-14 Tomcat communities. In 1994, Jose received a Bachelor of Aeronautical Science from Embry- Riddle Aeronautical University, TN 1997, he qualified and earned a Commission in the United States Navy through the Officer Candidate School program. He was assigned as an Aerospace Maintenance Duty Officer to the Rampagers of VFA-83, Gladiators of VFA-106 flying F/A-l 8 Hornets with a follow on tour to Naval Air Maintenance Training Unit at Naval Air Station Oceana as Maintenance and Training Officer. He served onboard numerous aircraft carriers including, the USS Saratoga (CV 60), USS Eisenhower (CVN 69) and USS Carl Vinson (CVN 70). In the summer of 2003, he completed the requirements for a double Master of Aeronautical Science from Embry-Riddle Aeronautical University.
