    Col Paul is a native of Brockton, MA and graduated from Brockton High School in 1962 and from Northeastern University, Boston, in 1967. He has a Master of Arts degree from Central Michigan University, and is a graduate of Squadron Officers School, Instructor Pilots Instrument School, Air Command and Staff College, and the Air War College.
    After commissioning in 1968, He attended pilot training at Vance AFB, OK. After graduation he was assigned to the 360th Tactical Electronic Warfare Squadron, Tan San Nhut AB, Vietnam flying EC-47 aircraft.
    His next assignment was with the 30th Military Aircraft Squadron at McGuire AFB, NJ. He was the C-141A Standardization Flight Examiner. He also served as a senior duty controller for the Squadron Operations Center.
    In 1976 he became a member of the 99th Military Airlift Squadron which later on merged with the 98th to form what is today known as the 1st Military Airlift Squadron. He was dual qualified and flew the C-140B Jetstar and the C-6 Kingair. In 1980 he became the squadron Standardization Flight Examiner. In 1983 he was selected to be the initial cadre squadron flight examiner for the new C-20A aircraft.
