"In the passing of Colonel Loe we of the Army Air Forces have lost an outstanding pilot. I want you to know that he was highly regarded by all who were privileged to work with him, and I understand also that his devotion to the service after graduating at Kelly field in 1938 has been an inspirational example to both officers and men."
