Whitney Carleton Bliss Jr, fighter pilot during World War II in the 56th Fighter Group, 62nd Fighter Squadron.

Retired in February 1972 from the US Air Force Reserves as a Lt Colonel.

He graduated in 1949 from the University of Florida with a degree in Civil Engineering.

Also attended US Air Force Air University: Squadron Officer School, Command and Staff College, Air War College during the years 1954 - 1972.

Received Master of Public Administration degree from the University of North Florida in 1985.

Mr Bliss was a licensed Professional Engineer in 19 states and served in executive positions for consulting engineering companies.
