    Lynn attended college at Weatherford, Oklahoma, where he received flight training and a private pilot license. Having qualified for an air traffic controller position, he started his Civil Aeronautics Administration/Federal Aviation Administration (CAA/FAA) career at the first Tower School in Kansas City, Missouri, on January 2, 1942. His first duty station was Wichita Tower, which lasted from 1942 until he reported to the Navy in 1944. In the Navy his primary duty was air traffic controller at a fighter base in Saipan.
    At the conclusion of his Navy assignment in 1946, he returned to Wichita Tower. In 1947 he transferred to the Denver Center as a controller. He left the Denver Center in 1956 to become Chief of the Seattle Center. In 1957, he transferred to the Los Angeles Regional Office. In 1964/65, based on his outstanding achievements, he was selected as the FAA representative to the Air Force Air War College at Maxwell Field, Montgomery, Alabama. After graduation he was assigned to the National Airspace Systems Program Office in the FAA Headquarters, Washington, D.C. He returned to the Western Regional Office (Los Angeles) in 1967 as the Air Traffic Division Chief. He retired as Deputy Director, Western Region in 1976.
    His professionalism and vast experience in the field of Air Traffic Controller improved Flight Safety in several facets of aviation. An example was the air traffic procedures that were implemented at the Los Angeles International Airport while he was assigned to the Western Regional Office.
