Margaret Burns was born in Pittsburgh, Pennsylvania. She graduated from Drexel University in Philadelphia with a Bachelor of Science degree in electrical engineering in June 1979. She is employed by Lockheed Martin Corporation as the program manager of the Global Positioning System Ground Segment. She is also a private pilot.
