    Mitchell J. Narins

    As the Federal Aviation Administration's Chief Systems Engineer for Navigation Programs, Mr. Narins is involved in all aspects of position, navigation, and time systems engineering in support of the National Airspace System (NAS), including configuration management, information security, safety, human factors, human factors, strategic planning activities for the NAS Enterprise Architecture, and the migration to the Next Generation Air Transportation System. His current efforts include assessing the impact of wind turbines on navaids, supporting the transition of the current VOR infrastructure to a Minimum Operational Network, rationalizing the current Instrument Landing System infrastructure, and, most importantly, helping to identify appropriate robust and resilient complimentary alternatives to GNSS-provided position, navigation, and time. For over a decade Mr. Narins led the FAA, Coast Guard, Academic, and Industry Team that studied, modernized, and enhanced the Loran radionavigation system, and produced the 2004 report indicating that eLoran could provide a robust PNT backup for the aviation, maritime, and timing and frequency communities for the US Homeland.

    Mr. Narins has also served as the FAA's Program Manager for Terminal ATC Automation, Program Lead for Next Generation Air-to-Ground Communications, Program Lead for NAS Infrastructure Management System Master Planning, Team Lead for Electronic Navigation Systems, and Program Manager for Systems Engineering and Integration Support. He is an active member of the Department of Transportation's Position, Navigation, and Time (PNT) Working Group, participated in the Department of Homeland Security's National Risk Assessment, and is a perennial contributor to US Federal Radionavigation Plans. Prior to coming to FAA, Mr. Narins headed the US Marine Corps Special Project Office's Communications Terminal and Electronic Warfare branches at the Naval Electronic Systems Command and worked as a standards and facilities engineer at the Federal Communications Commission's Field Operations Bureau.

    Mr. Narins is the 2004 recipient of the US Institute of Navigation's Norman P. Hays Award and the 2005 International Loran Association's Medal of Merit. In May 2008 GPS World Magazine recognized him as one of the "50+ Leaders to Watch."

    Mr. Narins holds a Bachelor of Engineering (EE) degree from the City College of New York and a Master of Engineering Administration/Management degree from the George Washington University. He is a Certified Information Systems Security Professional (CISSP), an active member of the US Institute of Navigation, and a Fellow of the Royal Institute of Navigation.
