Mr. Eugene Victor Parsley was a Contract Manager GS-18 for Air Force Civil Service employed by Space and Missiles Systems Organization. Part of the work that organization performed was instrumental in Landing Men on the Moon in 1969. The picture is of Eugene Victor Parsley receiving a commendation for his outstanding work for Space and Missiles Systems Organization.
