    Highly skilled executive with forty years of experience in industry and government. Formulated and executed strategies in the area of weapon systems management and research, development and acquisition with the Department of Defense for thirty years as a senior manager, seventeen years of which were at the Senior Executive level. Developed extensive hands-on experience in the RDA process and in facilitating international policy decisions, programming and cooperation, maintaining a reputation for candid and objective assessment of programs. Made major contributions to conceptual programs for eight years as a senior engineer in industry.
    • Monitored and directed International programs for U.S. Army Aviation, with responsibility for achieving specific international collaborative objectives. Provided authoritative policy guidance and technical recommendations.
    • As Assistant Deputy for International Activities for the U.S. Army, planned and directed international programs, coordinating efforts and initiatives with senior Government and industry officials overseas. Actively maintained U.S. Army relationship with non-DoD agencies, military departments and the international community.
    • As Head of Programs for Army Aviation International, developed and implemented strategies for cooperative R&D, co-production of systems and effective utilization of Army Aviation RDA funds. Acted as point of contact for foreign and domestic RDA activities and exploited new areas of potential bilateral cooperation.
    • Advised senior U.S. Army officials on broad range of technical issues relating to the development of advanced technology systems, and represented the U.S. Army world-wide enabling successful implementation of existing and innovative concepts in international programs.
    • As recognized engineering and technology expert, identified opportunities for application of technology systems and facilitated their implementation, using extensive network of scientific, government, industry, university and professional association contacts within the U.S. and in Western Europe. Responsible for ensuring that the U.S. Army cooperated successfully with OSD, Congress, Government agencies such as NASA and industry.
    • As Director for Systems Management Integration & Coordination, developed and reviewed major system acquisition strategies in context of long-term Army objectives. Assisted the Army in establishing executability of the major weapon systems included in RDA appropriations. Ensured that programs met timing and needs of management within the Executive Department, Congress and industry, and that programs benefited from latent technology.
    • As a senior staff engineer with the Martin Company and Grumman Aircraft Engineering Corporation, participated in development and design of VISTOL aircraft configurations, advanced fighter aircraft and high-speed seaplanes.
