- Former Naval Aviator and Major in the USMCR. Devoted his professional career in aviation safety.
- For twenty years he investigated civil aircraft accidents as investigator-in-Charge for the National Transportation Safety Board (NTSB).
- Served for six years as Chief of Accident Investigation and Prevention for the International Civil Aviation Organization (ICAO).
- Was a program manager in the Office of System Safety of the Federal Aviation Administration (FAA) for four years overseeing the National Aeronautics and Space Administration (NASA) Aviation Safety Reporting System (ASRS) and participating in several safety risk management projects.
- Retired after 34 years of public service in 1999. He continues (2003) to work in safety as a senior staff engineer for the Airline Pilots Association, International.
- Member of the International Society of Air Safety Investigators (ISASI) and System Safety Society.
