    Mr. Fujisaki served as the Acting Vice President of Operations Planning Services and provided executive direction and high-level leadership to the ATO organization, assigned responsibility for developing and delivering business and strategic plans for ATO programs and operations, developing the architecture of the National Airspace System (NAS), analyzing system performance, engaging in scientific and research activities, and maintaining liaison with international organizations. He was also responsible for managing and exercising executive and technical direction of several subordinate organizations to develop an annual operating plan in close coordination with financial planning to project operations resource and budget requirements; develop an ATO operations strategy that is in alignment with the FAA Flight Plan, the Joint Program Office, and the Operational Evolutions Plan; provide leadership as the Chief Architect for the NAS ensuring the application of configuration management to the NAS architecture; analyze ATO operations and performance; provide scientific leadership to ATO and FAA research and development activities; direct laboratory services at the William J. Hughes technical Center; and direct international ATO operations and serve as liaison to the FAA International Office.
    After joining the FAA, Mr. Fujisaki directed all telecommunication acquisition programs and managed the operation of the agency's nationwide-owned and leased telecommunications networks. He managed numerous development and acquisition programs related to navigation and air traffic control automation and served on an interdisciplinary team to address the long-term needs of the rotorcraft industry and aviation community.
    From January 2000 to February 2003, Mr. Fujisaki served as the Deputy Director, Office of System Architecture and Investment Analysis, and provided executive direction for the development of the NAS Architecture and associated plans for its implementation; designs and plans for the implementation of system and facility improvements and interfaces, the development of policies and standards; the management and control of systems of the NAS and facility configurations, design and architecture; monitoring of the status of NAS integrated product teams; development of investment advice; and coordination and participation in technical programs with DOD, NASA, the aviation industry, and the international community.
    Through Mr. Fujisaki's 33 years with the Federal Government, he has made numerous contributions to the modernization of our Nation's air traffic control system. He has constantly developed new ideas, almost all of which have been implemented.
