Phillip B. Garner earned his bachelor’s degree in Aeronautical Engineering from California State Polytechnic University in San Luis Obispo, California in 1950. He also holds an MBA degree from Arizona State University in Tempe, Arizona, which he earned in 1973. Mr. Garner retired from the Garrett Corporation after serving 37 years in various aerospace engineering and management positions. He served as program manager on several programs including Engineering Director and Program Manager on the Secondary Power System for the USAF B-1A and B-1B aircraft throughout design and development.
