    R. Scott McShaffrey is a results driven professional who has dedicated over 16 years toward the safety and security of the aviation domain. As a member of the Transportation Security Administration's Senior Executive Service, Mr. McShaffrey is a leader among leaders within the Federal Air Marshal Service - the Special Agent in Charge of the Newark Field Office, Mr. McShaffrey was a supervisory civil aviation security specialist within the Federal Aviation Administration's Civil Aviation Security Program - and, on September 11, 2001, was a supervisory Federal Air Marshal - the Operations Officer for the program that was then based out of the FAA's William J. Hughes Technical Center in Pomona, New Jersey.

    Immediately after the attacks of 9/11, Mr. McShaffrey spearheaded the creation of the FAM Service's Systems Operations Control Division (SOCD) - comprised of Mission Operations Control (24/7 Operations Center), Domestic Planning, International Planning, and Worldwide Reservations - and, in 2001, was the lead recipient of the FAA's William J. Hughes Technical Team Achievement Award. During Mr. McShaffrey's tenure as the Special Agent in Charge of the SOCD, he tirelessly dedicated countless hours toward the establishment of key FAM Service programs and initiatives. To name but a few, Mr. McShaffrey was responsible for the following:

    • Transition of the 3-person Operations Office to the FAM Service's multi-dimensional Systems Operations Control Division, with a staff of hundreds;
    • Development of White House briefing papers on the expansion of the FAM Service from 33 to what is now one of the largest Federal law enforcement agencies in the Nation;
    • Liaison to the Departments of Transportation and Defense, as well as the Federal Law Enforcement, Corporate Air Carrier, and International FAM Communities;
    • FAM Service Augmentation Force Coordinator, requiring direct liaison with over 20 Federal agencies - and operational oversight of hundreds of agents;
    • Development of the Federal Flight Deck Officer Program;
    • Oversight of the FAM Service's Intelligence Support Group; and
    • Creation of the Federal Air Marshal Information System;

    Mr. McShaffrey transferred his leadership and operational expertise to the FAM Service's Administrative and Technical Services Directorate, and served as the Special Agent in Charge of the Management Operations Division. In this capacity, Mr. McShaffrey managed the multi-million dollar Interagency Service Agreement with the FAA, spearheaded the FAM Service's administrative transition from the Department of Transportation to the Department of Homeland Security - and, among countless other achievements, managed the FAM Service's vehicle fleet and armory, and played an integral role in the development of the FAM Service's training center.

    As the Special Agent in Charge of the FAM Service's Newark Field Office, Mr. McShaffrey continues to serve the interests of the Civil Aviation Community with tireless dedication to the safety and security of the Nation.
