Forward Air controller in Southeast Asia on 14 March 1972. While piloting a lightly armed OV-10 reconnaissance aircraft over highly defended segment of route structure in Laos, Lt. Noftsinger discovered a camouflaged bulldozer and directed tactical air strikes onto the target. Although hampered by extremely poor weather and intense large caliber antiaircraft artillery fire, Lt. Noftsinger destroyed the bulldozer and plotted the antiaircraft artillery positions in s for future strikes before the weather completely closed in. Awarded DFC #2.
