From 1977 until his retirement in 2000, Mr. Howell performed development of Militarized Electronics Systems while employed with IBM Federal Systems Division. In his middle and executive level managament positions, organization of over 400 program management, systems engineering, developemt engineering and softward personnel to successfully accomplish the design, development, performance, and follow-on acquisition of military aviation programs. These programs were chiefly centered on Electronic Warfare System (EW). Among the EW systems developed under Mr. Howell's direction were the AN/APR-50 Radar W Spirit, the AN/APR-48A RF Interferometer System for hte AH-64 Apache Helicopter and hte AN/ALQ-210 Measures system for hte MH-60R LAMPS Helicopter. Militarized processors developed included system 3A AWACS, F-15 VHSIC, and hte B-1B Lancer. Mr. Howell's organization was also responsible for the total integration for the A-10 Warthog Upgrade Program.
Richard also developed many programs at the Geo C. Marshall Space Flight Center in Huntsville Ala from 1963 to 1977 while employed by IBM.
