Mr Rubenstein was integrally involved in the design, development, production, and operation of the US Space Shuttle 1972-1988. As Director of Avionics Systems Engineering he was personally responsible for the design of the avionics system. Later, as Chief Engineer of the Rockwell Engineering team, he led the total engineering effort for development and production. As Program Manager he was the team leader for the development flights and early production of flights 1-8.

Mr Rubenstein, as President of Rockwell International's Space Station Division, led their activities on this program from 1984-1987. In 1988 Mr Rubenstein was the President of Rockwell's Space Division, leading the post-Challenger return-to-flight activities. He also consulted to the National Aeronautics and Space Administration (NASA) during the space station development.
