    Wendell Roy Mangis was born March 31, 1913 in McLeansboro, Illinois. The son of a farming family, he decided to pursue a career in law, graduating from the Chicago Kent College of Law. After service in World War II, Mangis worked for the Navy Department, the Atomic Energy Commission, and the Central intelligence Agency. As a contracting officer, he was involved in the most intricate planning for both the U-2 and the SR-71 aircraft. He died August 26, 1989.
